Warming up and Cooling down for track races is a little different than cross-country because at most meets you will be running 2-4 events.  Below is an example for someone that is running 2 events... like at MSU next Monday.
WARM-UP Approximately 45-minutes before your first race.- Run 20-minutes
 - Stretching
 - Drills & Strides
 
COOL-DOWN  after 1st Race.- Run 5-minutes
 - Light stretching
 
WARM-UP 2nd race.- Run 5-minutes
 - Light stretching
 - 2 strides
 
COOL-DOWN after final race.- Run 20-minutes
 - Light stretching
